This project is held up at the State of Minnesota Admin Office. The State's old contract has expired and when Admin attempted to renew the expired contract, Microsoft wanted verification of status.
This put the contract into negotiations where MN and Microsoft are having trouble with how best to renew the contract.
Since the State Academies are under the umbrella of the State of MN we are subject to the contract that is under negotiations. Other school districts in the State of MN are individual "tenants" using Microsoft and can contract individually.
What is a "tenant"? A tenant represents a distinct organization or instance in the Microsoft world. The tenant is a dedicated instance of Microsoft services. Each tenant is separate from any other tenant.
